The International Council of Toy Industries (ICTI) is founded in 1974. ICTI and its member associations are committed to the promotion of profits of the worldwide toy industry and to the reduction or elimination of barriers. As a center of information exchange, it provides opportunities of discussion and information exchange on trends and issues important to the toy industry and promotes safety standards.
To guarantee that the toy industry is operating in a legal, safe and healthy way, ICTI established the Code of Business Practices to improve the image and the working conditions of the industry. ICTI consists of a number of toy trade associations including Australia, Brazil, Canada, China, Taipei, Denmark, France, Germany, Hong Kong, Hungary, Italy, Japan, Mexico, Russia, Spain, Sweden, United Kingdom, and the United States. ICTI Secretariat is in London.
 
The name ‘ICTI CARE Process’ is derived from the ICTI-COBP before. It was internally announced in ICTI in November 2003 and was later announced to the public in September 2004. CARE stands for ‘caring’, ‘awareness’, ‘responsibility’ and ‘ethics’ according to the China Toy & Juvenile Products Association. According to HKQAA, it is the care to the community, the awareness of the surroundings, the taking of responsibility and business ethics.
 
The ICTI CARE is the toy industry’s ethical manufacturing program aimed at ensuring safe and humane workplace environments for toy factory workers worldwide. It provides a single, fair, thorough and consistent program to monitor toy factories' compliance with ICTI's Code of Business Practices

CNAS-CL01 is identical to ISO/IEC 17025:2005 (General Requirements for the Competence of Testing and Calibration Laboratories). This International Standard includes all requirements to be fulfilled by testing and calibration laboratories in order to ensure that they operate a management system, are technically competent, and are able to generate technically valid results. The requirements of this International Standard include all principles of ISO 9001 related to a quality management system for their testing and calibration activities. Testing and calibration laboratories that comply with this International Standard will therefore also operate in accordance with ISO 9001.
